Connection Refused Error Message

I am using a Dell 8300 2.6 GHz machine with Windows XP. I use broadband,
but am not on any sort of network.

For a tiny percentage of the web sites I visit, and ALWAYS when I try to
visit classmates.com, I cannot connect, and I get an XP error message that
says "Connection refused when trying to connect to classmates.com." This
error message also occurs rarely on other sites.

Classmates.com says their IT people have determined that this problem is
caused by a settings problem in Windows XP, but they won't give me any
details.

My internet provider, COMCAST, tried in vain to solve this problem, but
could not.

I am not using any proxies, and have tried temporarilly disabling my virus
protection software, but that did not make any difference.

What can I do?

I have tried it with and without a firewall. It makes no difference. The
problem occurs with NO firewall.

Try: IE-tools-internet options-privacy. Lower the slide bar-apply-ok
Then restart,make sure that the slide bar stays, and try the URL
sites.
I suggest that the slider goes no lover that medium after the above
try.
