Connection problem

Here's the puzzle
I'm trying to connect to pop3 and smtp servers through
outlook, I keep getting a error message "connection failed
.. 0x888ccc8e" The research I've done suggests to try and
connect to the pop3/smtp servers using telnet to verify
that the servers are receiving on ports 25/110, telnet is
unable to connect either. I have an internet connection
(the web-browser works, so it's not the service provider.)
This is where it gets good. I have 3 other computers on
the same network with, the same TCP/IP settings, that have
no problem connecting to the pop3/smtp servers. (the
pop/smtp servers are working fine)
All this leads me to believe that it's some setting or
service on the uncooperative machine that's causing
problems.
If anyone can suggest anything that I might be able to
do/check, I'd appreciate it.

p.s.
the tech support guys at both the ISP and web-hosting
companies don't seem to have a clue on what to do with
this one.
