connection inactivity immediately after successful negotiation

Dear All,

56k external modem
ZoneAlarm installed
PlusNet UK ISP

Immediately after our connection has been successfully negotiated
(authenticated etc) and the taskbar icon confirms we are connected, we lose
the ability to ping any IP address (with or without the firewall enabled).
Then, after this random outage (during which time the connection is still
maintained) which can last anything up to 2 minutes, activity is restored
and the connection works flawlessly until we decide to manually disconnect.

During this outage, ping fails, traceroute fails - nothing appears to
leave/arrive at our machine.

We have reinstalled the modem device and driver.

There is no noise problem on the line either (checked with BT).

These outages only every occur immediately (~ 2/3 seconds) after a
successful connection negotiation. Once over, the connection works without
error.

Any ideas what might be causing these problems?
