connection delays with IE on win2k

I am having trouble with win2k when online - scrolling, entering text
etc causes a 1+ sec delay and I notice that at this time the cpu usage
reaches 100% and iexplore.exe reaches a maximum.
I am using a dial-up connection and this happens with all web sites.
My system is: win2kpro + Service Pk4 on 2.4G HD with 700MB free, 163M
RAM. Intel CPU 267MHz IE 5.0
I am running a dual boot system with Win98 on a separate HD and this
has no problems at all on the same connection and web sites, although
with win98 I have IE 6.0 installed.
I believe that these dificulties with win2k only started after
installing Service pack4. I have thoroughly checked for worms,
viruses, and spyware but can find nothing. So far I can see no
advantages to using win2k and think I should stay with win98. Can
anyone suggest a cause and solution?

Did you select to "Archive Files" when you installed the Service Pack?
If so, you can uninstall the service pack in Add/Remove Programs, and go
back to the previous version that worked before. If you did not archive
files, in order to get back to the previous service pack you would have
to install Win 2000 from the CD over your current installation, then
re-apply an earlier service pack. Or, you could trying upgrading to IE
6.x with the latest security patches in Win 2000 and see if that helps.

Try to increase the keyboard buffer size, run Regedit and go to:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Kbdclass\Parameters

Look for (or create if not present) the "KeyboardDataQueueSize" DWORD
[REG_DWORD] Value in the right hand pane -> double-click on it -> check the
Decimal box -> double the value shown there (default is 100) -> type in the
new integer number -> click OK.
Then, under the same Registry key, find/create the "PollStatusIterations"
DWORD Value, and increase it from 1 (default) to 2 or 4, by performing same
steps above, until your keyboard no longer exhibits interruptions.
