Is this the little thin strip on the top of the screen when you are in
a Remote Desktop connection in full screen mode?
If yes, then you have probably found the answer already. Move your
mouse in the center point on the top of the screen and the bar will
show itself. Then you can click on that little pin on the left to keep
it open.
