Connecting to a FTP site

After just receiving my new computer at my office I discovered I can not connect to the FTP site I need to go to. I have endabled and disabled everything our tech has told me to do and still can not connect. I also have admistrator rights.
Please help!

In a DOS shell and after entering:

ftp <urltoftpsite>

What do you see? Did the ftp client connect to the ftp server? Did it time
out? Did an error message show up, like host not found or unknown?
