Connecting Thumbdrive does not open selection box???

On all but one PCs that I have seen, when plugging in a USB drive of any kind, a box opens with the name of the drive at the top and asking "What do you want Windows to do?" and providing a bunch of options.

However, a friend's PC doesn't do this for reasons unknown. Can anybody provide a tip to get this working again? Thanks.

(If asked and answered before, I apologize, but I cannot figure out the correct search terms)

Right-click the device in My Computer, click Properties, AutoPlay tab,
make the changes you prefer.
