Connecting 2 forests

I have a test environment with a 2000 & 2003, separate forests.

i was able to create the trusts easily enough, but unable to add users from
one forest to groups in the other forest. I can connect from the 2003 forest
to 2k using sites, but when going from 2000 to 2003, it says
the other is down.

Is there anything that has to be done when connecting 2000 sp3 to 2003

Try validating the trusts. This is probably a name resolution issue.

How is DNS setup in both environments?

I would do it like this:

2000:
Hold a secondary copy of the 2003 DNS domains (domain-name.com and
_msdcs.domain-name.com)
Have the DNS Suffix search list as domain-a.com and then domain-b.com

2003:
Use conditional forwarding to the 2000 DNS servers for domain-a.com
Have the DNS Suffix search list as domain-b.com and then domain-a.com
