Connected at 56K, Downloads at 5k

I have a fairly new computer with 240 MB RAM. I have a 56k modem, and my the network connection status says i'm connected at 45.2k. However, when I go to download things, the fastest I ever see things download is about 5k. When I stop downloading, the status window shows no activity. What's eating up my connection?

You are connected at 45.2 kbs. You are downloading at 5k
or 50.0kbs. To get the fastest connection possible make
sure the phone jack your modem is connected to is
dedicated to just your modem. You should run a line from
that jack directly out to your phone companys access
point. It is also worth while to tweak some registry
settings for a 56k connection. The best I have found is
Tweak Master.

Nothing....... the 56kbs means k BITS not bytes there are
8 bits to a byte so you have 45.2 / 8 =5.65 there will be
a little loss for the up-stream data

With a 56k getting 5k is well good i only used to get 4 :-
