Connect XP to internet through Proxy server 2.0

I can't figure out how to connect to the web through Proxy
Server 2.0 from an XP Pro computer. I see articles about
XP and Proxy server, but no information on how to set it
up. I can't find any options in the XP wizzards to
connect though a Proxy server. I installed the Proxy
client, but the client utility doesn't show up in the
control panel like it does in 9x or NT.

1. How do I configure XP to use the Proxy server?
2. How do I find the client utility so I can configure the
client?
 
you need to manualy configure your internet explorer with
the ip address of your server computer (servercomputer,
and 10.0.0.??). then all you need to do is make sure your
user login matches an already setup user for the server.

I was looking for the control panel proxy client utility.
I found it in the Windows directory. (wspcpl32.cpl) I
copied it to the control panel and it works.

The problem now is that XP SP1, Fax service, and the Proxy
client don't work together. Any combination of two works
fine. But add any third and the computer continually
reboots. I can't find anything in the knowledge base
about it. I have to use the Proxy client, so my options
are to not use the Fax service or not to install any
patches. I'm behind a firewall, so I might just leave off
the patches.
