How can I notice the user that he is not Connect to the internet
when he trise sending an email ?

You might want to ask this in a newsgroup appropriate to your version
of Windows, or a newsgroup for your mail program (Outlook or whatever
the user has). This newsgroup is for questions about the database
program Microsoft Access(TM).
