Connect to the Internet Icon

We use a program called Deep Freeze which sets the PCs back to original
settings when rebooted. The problem we are having is that everytime a user
logs on, they have to go through the "Connect to the Internet" setup to get
on the internet. The shortcut points to "C:\Program Files\Internet
Explorer\Connection Wizard\icwconn1.exe" /icon

Can anyone tell me how to set the default internet connection settings so
that users won't have to do this everytime they logon? Through a group policy
or other way?

I have used deep freeze software before. What you propably need to do is
unfreeze the machine. Then run the "connect to the internet" wizard then
freeze it again. That should save the settings. It sounds like the computer
was frozen before the wizard was run so therefore all of those settings are
being reset everytime you reboot.
