connect to the internet box pops up at random

When I start up my W98 PC, a connect to the internet box pops up twice in succession of its own freewill. I usually just click on cancel and move on (unless I actually want the internet), but it is a bit of a bother. Anyone know why this is happening?

Spybot doesnt make any difference. Thanks for the advice anyway.
Anyone else recognise this problem???

Sounds like you have programs running at startup that are requesting
internet access. May want to look at your system.cfg and see what programs
are starting at startup. Then you can test by unchecking each app and
rebooting till you find the one that is requesting the dialer.
