Connect to a Network UI doesn't refresh properly

This is something that is driving me nuts because I VPN a lot. Basically, if
I bring up the Connect to a Network UI by clicking Start|Connect To, and
connect to a VPN, a lot of times, if I right-click the network icon in the
system tray, there isn't an option to disconnect. I've also brought up the
UI again, and had it only give me the option to connect to the VPN, even
though I have verified that I'm still on the VPN. It doesn't seem to respond
to the connection except sporadically (if I double-click Connect from the
system tray, sometimes it will refresh again), and this was never an issue
under XP, which always showed the proper set of options given the connection
status.
 
You have many options. 1. right click on the system tray icon, it display disconnect from. 2. Left click on the icon, select connect or disconnect in the bottom. 3. Open Network and Sharing Center.

What I'm saying is that even though I have just connected to a VPN, if I right-click the tray, it does not provide for an option to disconnect; it is not refreshing itself when network connection is made. Ditto goes for the UI that opens for making the connection. Only option 3 tends to work all the time.
 
What I'm saying is that the system tray icon is very inconsistent in updating. More often than not, if I right-click on the tray icon, there is no "Disconnect" option. I haven't seen any common action that I take either to indicate why sometimes it shows up & sometimes it doesn't
