I am trying to connect an access database to a frontpage site I have created.
I am told that I need sharepoint server?. Why do I need this. I just want to
develop my site on my own computer before I publish.

You don't need sharepoint, but you may need FrontPage Extensions. Error
messages from FrontPage often use SharePoint wording when Extensions
would be more appropriate.

To test a FrontPage website with database functionality on your PC you
will need a server running FrontPage extensions, other wise you can
develop the website on your PC, then Publish to a server running the
extensions and test on that server. The extensions are only required
for Publishing, which will ensure the correct permissions are set on the
fpdb folder where the database is stored, and setup the connections to
the database (this can be done manually). Extensions are not required
to actually run the asp pages.
