For folders, and for files that don't need to be modified, setting the
read-only attribute is an easy solution. For files that need to be
modified, maybe this solution posted by "Mike" in the
microsoft.public.win2000.registry group would work for you.

in the registry) to cause a "Do you want to move or copy files from this
zone?" prompt to appear for all drag/drop/copy/paste/move actions on all
files and folders for a particular Zone [or Zones with include: My Computer,
Local Intranet Zone, Trusted sites Zone, Internet Zone, Restricted Sites
Zone].
