"Confirm Open After Download" setting

Each day, I have to manually go into the Control Panel - Folder Options to
checkmark the box that says "Confirm Open After Download" for .xls (Excel)
files. I have to download them from the internet and they ALWAYS open
instead of prompting me to Save As (unless I check this box). Is there a way
to make it default to confirm open after download so that I don't have to go
in and checkmark this each day? Any help would be greatly appreciated. I am
using Windows 2000 Professional. Thanks.

This setting is NOT remembered for limited user accounts.
