confirm file rename

How do I get windows to not asked me all the time if I want to rename a file
( picture) - I just want Windows to rename it without asking me all the
time.

I don't think Windows is asking you if you want to rename a file.
When you rename a file, give us the exact message that Window is giving you.
The message cannot be "do you want to rename this file", it has to be
something else, the something else must be related to something you are
doing wrong (particularly with a picture).
In Windows, if you rename a file with the proper procedure, you get no
message. But if not following proper procedure, you get a warning.

Or, tell us how you proceed to rename a file.
 
The exact message I get is as follow:
"Are you sure you want to rename the read-only file '100_100' to '101_101'

100 and 101 are just example.

They are picture that I transferred from my digital camera. I have no idea
why they are a read file only.
FYI__ I had to bring in my computer last week and windows was uninstalled
and reinstalled. I don't know if this may be the problem but this has been
happening since that time. It is not a big deal but it is just annoying that
I have to answer yes all the time especially when I want to rename of lot of
picture at the same time.
Any more ideas/suggestions would be very much appreciated.

It is annoying. If you right click on a picture in a folder on your hard
drive and then Properties, what do you see when the window opens. Is the
Attribute Read Only at the bottom of this window.
If so, select all the pictures in the folder (hold the Ctrl key down and
press the letter A and all picture files in the folder will be highlighted
in blue). Then right click on the first photo file in the folder, click on
Properties and remove the check in the box Attribute Read Only.
You should now be able to rename any file in this folder with no pesky
message.

Do you know if I can default my computer so the read only is not
highlighted.

Right click on My Computer and Properties and General tab. See if the Read
only box has a check mark in it, if so remove it to get an empty box.
This may not be sufficient because some of your folders may have been set to
read only. If so, right click on the folder and Properties. See if there is
a check mark in the Read only box and if so remove it so the box is empty.
