Configuring Vista firewall

Is it possible for the average Vista user (whatever that is)
to turn on the second half of the Vista firewall ?

I am referring to the outbound filtering portion
of the firewall. It is my understanding that it
is very difficult to (properly) set it up.

I have been reading that the Vista firewall is very
full featured, but that it has so many options, that
it is beyond anything but the most advanced users.

I don't believe everything I read on the internet, but
there must be hundreds of articles on this
subject (if you do a googgle search)

Please help me to understand if I can adjust
the firewall so it is truly a two way firewall,
or if I should just get a third party version
like Zone Labs or ?

I use VistaFirewallControl app (free) for outbound control similar to ZA
free.

I use it. It works fine. Why MS left such a control out, I will never
understand.
