Basically I want to tick the check box that says "exchange cache mode" using
a group policy. I have download the outlook11.adm. And can edit about every
other outlook setting except for that one. The outlook users alraedy exist
but are not currently using exchange cache mode.

Like most other settings involving mail accounts, that option cannot be managed with the administrative template .adm file (it can with 3rd party group policy tools such as Policy Maker). Instead, you can use the Custom Maintenance Wizard to create and deploy a .prf file with the desired settings, which Outlook will process as a script.
