Configuring IE6 "Cipher Strength"

Hi,

We have a machine where when user "A" logs in, and we do Help-About in IE6,
the "Cipher Strength" shows up as 128-bits.

On this same machine, when user "B" logs in, Help-About in IE6 shows a
"Cipher Strength" that is NOT 128-bits.

Can someone tell me how this "Cipher Strength" is controlled/configured on a
per-user basis? Is it a registry entry or entries?

Hi,

I need to correct/re-state the problem :(...

On this machine, if user "A" logs in, they can import a client certificate
into IE fine.

But, if user "B" logs into this same machine, when they try to import the
same client certificate into IE, they're getting a "internal error" saying
"the private key that you are importing might require cryptographic service
provider that is not installed on your system".

Again, this is being done one the same machine (Windows 2000) with the same
client certificate.

Neither user "A" nor user "B" are Administrators.

I can't figure out why one user can successfully import the client
certificate, whereas the other one can't!!
