Configuring Back-Up HD

Need advice on setting up my 500Gb External USB HD for a W2000 box.
The Buffalo software will format the whole 500 to Fat32 Ok and it
says 'Convert' will make it into an NTFS drive.
My preference is to make part of it, say 100GB, NTFS, another
partition maybe 80Gb Fat32 and leave the rest for whatever.
The Buffalo sw will create the partitions but won't name them
correctly. Drive letters A, C, D, & E: are assigned by the base
machine.
Then:Windows 2000 assigned H:=80Gb and I:=465GB for the external HD.

Any files written to H: also appear again in I: I don't want to
spend any time using this backup w/o straightening out the storage
system first.

Are there equivalent programs to Fdisk and Format in DOS that will
make partitions on this large drive?
The online docs for Buffalo offer no help.
The command line W2000 Repair Console will not recognise anything
but the first HD (which contains C: and E:).
Suggestions?
