Configuring additional gateways on network interface

We went into TCP/IP configuration and added a second default gateway to our
Windows 2003 server. Both are a single hop from the server, but only the
first configured gateway will work successfully. We have two internet
connections that we are attempting to use as failover. When the internet on
the first fails, however, the server does not begin using the second. Does
anyone know of a way to get this to work?
 
You can't have multiple gateways on the server. You need to let a routing
protocol determine which internet gateway to use.
 
What you are asking about is called "Dead Gateway Detection" (both gateways
in same subnet). It is not going to behave as smoothly as you wish. Here
are the characteristics of this.
