configure Outlook 2003 for Automated Send/Recieve

Although it works for downloading email when Outlook is active I cant get the
automated Send/Recieve to work with desktop alerts while Outlook 2003 is off.


By off I mean not active but online as I am a broadband user.
 
It's not really clear what you mean. Are you expecting Outlook to perform
automatic polling when it's not running? Hard to imagine how it could do
that.
 
How is it automatic if it doesn’t run in the background?

Explain more clearly just what you expect Outlook to do while it's closed.
