Confidentiality message at bottom of all e-mails

How do I insert a confidentiality message
I.E. Important Note:

This message may contain privileged and
confidential information intended only
for the use of the addressee(s) named
above. If you are not the intended
recipient of this message, you are hereby
notified any use, distribution or
reproduction of this message, partial or
in its entirety, is prohibited. If you
received this message in error, please
notify the sender immediately.

SO that when anyone in the office sends out e-mail this
would be on the bottom of the message.
 
This would best be accomplished by creating a form with
the desired text at the bottom and then installing the
form on the mail server and setting exchange to use it as
the default form for new messages.

If you create a signature with the text, you will have to
do it on every pc within each users profile.
