conditional page footers

I have a multiple invoice report where the invoices can have more than one page. Is there a way to print a page footer which varies in height from .5" to 4" for the last page of that specific invoice? I'm trying to print a 'cut along the dotted line and return' on the last page of the invoice.
 
I don't think you can manipulate or control the height of a Page Footer at
runtime. Can you accomplish what you want with a Group footer and Group by
individual Invoice?

Would I be able to force the group footer to always appear at the bottom of the page even if it means varying degrees of white space from the last detail?
