conditional page break in access 2000

We have a user who is trying to create a report with conditional page breaks
based on a chapter number changing. Does anyone know how the following can
be done?

"I've taken an excel grid of thousands of lines of data, imported it into
Access and built a report that does ALMOST what I want, which is to have a
report that summarizes the data we have for each of 464 chapters on one to
two pages per chapter.

The report is in the format I want at this point, but I can't figure out how
to put a conditional page break in so that there is a page break every time
the chapter number (in the furthest left hand column of the report)
increases."

Group the report by Chapter Number (View + Sorting and Grouping).
Add a Group Header.
Set the Group header ForceNewPage property to Before Section.
