Conditional formulas (0/0 = 0)

Can I enter a conditional expression in a cell?

I need to calculate the percentage difference between two columns of
values, some of which are zero. I end up with 0/0 is some cases. I
would like an expression that calclates the actual value if the
demonimator is not zero but returns 0 if it is.

Is there an easy way to to that without writing a macro?

I found the answer -- the IF function:

=IF(E7=0,0,(D7-E7)/E7)
