Conditional Formatting

I have number starting in B2 over to G2, and I have numbers in B3 over to G3.
In the fourth row starting in B4, I have the formula =Min(B2:B3) and this
formula is copied over to column G.
When I select B2:G3 and apply conditional formating to If "Cell Value Is",
"equal to", =B4 then change the background color to Blue. It only works on
certain areas.
I have cleared formats on all of the cells and reapplied formats of Number
with 2 places to all of the cells in question and it simply does not work on
all of the cells.

What am I missing or is this a quirk with Excel 2003
 
Try setting equal to:

=B$4

This sets row 4 as an absolute value so that it won't increment when applied
to the other cells in your range.
