Conditional Formatting - Inconsistently Displayed

I have applied conditional formatting to a cells so that
if the date in the cell is prior to today's date, the text
will display in RED. However, not all cells with a date
prior to today's date are displaying in RED.

Cell format: Date - mm/dd/yy
Conditional formatting: Cell value > is less than > 37889
format > red/bold

Version: Excel 97

Im sure this must be an easy fix... Thanx for any ideas.
