Computer won't start

While I was uninstalling a program XP became unstable, I did a Ctl-Alt-Delete, restarted, did the uninstall again-same thing. When it restarted this time the screen said

<windowsroot>\system32\hal.dl
windows could not find start because the following file is missing or corrup

please reinstall a copy of the above fil

I have tried a F8 start and safe mode start, last configuration, ect., but to no avail. If I end up doing a complete system restore can I somehow get the files out before??
