Computer wont start up

Hi guys
My computer won't start up. It begins to start normally (My computer
always starts from a low humming, which turns high, then after a few
seconds, turns into a quiet humming), but instead of turning to a
quiet humming, it stays as a high humming, and nothing happens. The
monitor is on, but its just idling, the keyboard and mouse are
connected...
Any help would be appreciated ASAP!

I assume it's a PC desktop. You can start the diagnosis by removing
the side panel of computer and try to determine where the noise is
coming from. If it's difficult to tell exactly where, make a tube out
of paper and use it as a stethoscope. If the noise is from the hard
drive, then you may have a mechanical failure. If it's from the CPU
area, it may be a CPU or motherboard problem.
