Computer won't boot no post beeps just black screen with the blinknking cursor

Hello, I have this HP desktop. I have no idea what happened to it. It
boots with no beeps then shows that hd is detected and then moves into
the black screen with the blinking cursor on the top left. I can't go
into BIOS unless I remove the cmos battery. Then I save all settings
and restart it - computer goes into the blinking cursor screen again.
Tried:
-replacing RAM
-replacing power supply
-resetting the CMOS
-trying to boot from BOOT CD
-replacing the hard drive
-removing all extra peripherals

No effect whatsoever. Please advise on the next steps. Should I
replace the motherboard?

no it says operating system not found ( i replaced the hard drive to
the new one)

Ok but did you put an operating system on the new drive? If
you did, how did you get it to do that, since by your
account it isn't booting anything even a boot CD?

Question what have you not replaced?
