Computer Using Private Automatic IP

i know my way arond a computer and can't figure out why
my brothers laptop is automaticall assigning it a 169.*
ip address when its connected to a network. i have gone
over all teh settings, DHCP is enable, and still can't
get it to go to the DHCP and not itself for an IP
address. I am at a loss of where to go next. Thanks

That address means that there is no connectivity to the DHCP server. Common
causes are: bad port in the switch, bad cable, incorrect drivers,
corruption of the tcp/ip protocol stack.
