Computer turns on, but only gets to HP splash screen

I've tried hitting F8 and F2, but nothing is working. It just sits
and hums, and never gets past to the Windows is starting page.
Anybody?
 
You may not be hitting F8 soon enough. You might also try F1, I think my
old Pavilion 8860 was F1 for the BIOS.
