Computer startup problem

I resantly baught the ATI Radeon 9800 Pro for my COmPAQ
Presario /w AMD athlon pressesor running on windows xp.
(Brand New). And I get a problem where whenever I startup
the computer stops loading on a black screen with a
blinking "_" in the top left corner. I have to restart my
computer over and over about 10-15 times before it starts
up properly. and anyone help me.
