computer start when telephone line is used

Windows XP home edition. The computer starts and boots
whenever the telephone line is accessed. I haven't found
this problem addressed anywhere. The problem started when
I reloaded the computer after I rid the computer of a
virus. I have completely reloaded a second time and still
have the same problem.
 
This has nothing to do with Windows, it has to do with your BIOS
settings.
Enter the BIOS.
Look for something like "Wake on ring", normally in Power tab.
Disable it.

Check your motherboard/computer manual for details if you are unsure.

I checked in BIOS and "wake on ring" was disabled. I
still have the same problem.
