Computer shan't start with USB stuff plugged in

My computer does not start fully if my USB keyboard and mouse are
plugged in. Why? I can plug them into the computer after the computer
has started, but forto start the computer they must be unplugged.

check settings i bios,take bios battery out for 30 secs put back in and re

have you actually had the problem and found that has solved it? Are
you assuming a setting is wrong in his BIOS?

In that absence of a solution, i'd consider workarounds - trying a
PS2 keyb/mouse, trying different USB ports.

I've seen the problem of comps not starting when a usb device is in
there, many times. i.e. freezes on the BIOS screen. And i've seen
problems with windows not starting, just never getting past the
startup screen. When a USB device is in there when the comp starts up.

I could experiment with the one I'm on. I am using a USB mouse
without problem. Somewhere along the line I plugged a CD Drive into
the USB port at the front, restarted, and it didn't start. I
immediately knew to unplug it and restart. 'cos I've similar things
many times. I might experiment to see if it's only bigger devices or
certain usb ports that cause the "problem" in my case. Don't rely on
USB when you don't have to. For keyb/mouse, i'd always have Ps2 around
just incase, or I just use it anyway.
 
What service pack is installed? Sp1 don't have the USB drivers where
Sp2 does, also try checking in device manager you'll be able to check
the drivers there.

?? Not even sure what you mean but it seems wrong.

SP1 has USB drivers.

It's odd. If a USB device is plugged in during the first few seconds
after I switch on the PC, the system freezes and the OS does not load.
I cannot even reach the BIOS menu.

Also, the BIOS menu system freezes if I plug in the USB mouse while
I'm using it.

USB mouse -- problem
USB keyboard -- problem
USB storage device -- problem
USB network adapter -- no problem (does not freeze the PC)

I can plug these things in after the OS loads, but it is a hassle.

Check your motherboard and motherboard manual for a 5V/5VSB
jumper to select which PSU power rail supplies power to the
USB ports. If it's jumpered to 5VSB, rejumper it to 5V.

Check your BIOS Boot settings - may be set to 'External USB Device' or
something similar - if it is the PC is probably trying to boot from your
keyboard or mouse.

Rest it to boot off you primary HDD.
