Computer Settings Not Applying on Boot, applies after logon and bo

We've created a Group Policy that will install a software package. The
policy is applied to computers that are a member of a group we created called
TWSoftware. The policy is not being applied on our test boxes when we first
boot the machines as it should. However if we log onto the machine and then
reboot the computer the settings apply on the next boot before the logon
screen as expected.

Any one have an idea as to why we would need to reboot for the settings to
apply after powering the computer on when it should apply the settings on the
first boot?

Thats the asynchronous boot behavior of Windows XP. You can configure a
policy to "Always wait for network on boot". Than your Policy should get
applied on first boot.
