We purchased our first computer a year ago, a Dell 8200 desktop, and I have been learning Windows XP for the first time. My experience has been wonderful and have came a long way in learning about the programs and various software simply by exploring and with reading. However, with all of the various options of customizing and other uses, my computer is running very slow. I have learned some tweaking from various magazines and manuals, now I am ready to set this system up right.
 
use the system configuration utility. you can find help for it in 'help and
support'.

also learn about cleaning uneccessary files and parasites from the web which
can hijack your computer and slow it down badly.

You don't mention how your computer is currently set up so
most of this will probably be redundant, but:

Use a firewall. XP has one of its own (run Help and
Support and search firewall
or consider Zone Alarm (find via Google)

Use an Anti-virus program all the time; update and run
weekly

Ad-Aware and Spybot can be found via Google. Basic
versions are free. Update and run daily. SpywareBlaster
is another helpful program.
