My company sells software to hotels. One of our customers
set up his Windows 2000 server as follows:

Domain Name: Server2
Server Name: Server2

The fully qualified name of the server becomes
server2.server2.local.

His Windows 98 machines will not logon to the "Server2"
domain. They will logon to a domain called "Server20",
which doesn't exist.

Are there any rules against having a server name=domain
name?

Maybe "server20" is the NetBIOS name of his domain.

Well sort of, you cannot have two NetBIOS names the same on the same
network. It is like having two machines with the same IP address. Since
server2 is the NetBIOS name of the server you cannot have server2 as the
NetBIOS name of the domain. I would imagine this was reported when he ran
DCPROMO and it made him choose another NetBIOS name for his domain.
At any rate this would be a real mess to understand.
