Computer Name

I can connect to a computer by IP address but not by
Computer Name. Do I have to turn on anything else?
 
Is this over a LAN link (local network) or over a VPN? If it is over
a VPN connection, name resolution is a bit tricky and problematic
without some "server" side assistance (i.e., WINS server). If this is
over a LAN, it seems that there may be some sort of firewall that is
blocking the "broadcasted" name resolution package.
