computer locked up and will not reboot

i was on the internet and the the computer said internet explorer enountered a problem and must shut dow. Then everything that was open locked up and would not close. I turned off the power and when I restarted the computer it would not restart. It said safe moad and it still would not restart. Any suggestions?
