This is what I'd do:
I'd search my system for all WAV files. The sound may be an MP3, you can
try those later.
I'd play each sound file until I found the one that laughed. Its'
location on disk might give you a clue what is using it, or not.
Either way, I would use file permissions to block all access to the file
(this leaves it in place, so whatever is using it won't smell a rat, but
it won't be able to play it). That should stop the laughter. If you're
lucky, the program playing the file might trip over the inaccessible
file and give itself away. Other than that, perhaps Process Monitor can
monitor access attempts to the sound file?
The ghost in my system make intermittent scratching noises. It may have
been the dog cartoon in seek&scan files.
