computer is locking up

When I leave my computer for a few minutes and return it has locked up. The
mouse doesn't work and I cannot use the "control-Alt-Delete keys to do a soft
boot. I have to turn the computer off and restart. A technician found nothing
wrong. He said that I may have to reinstall Windows XP to solve the problem.

Any suggestions on what I could do to correct this problem. Thanks.

Without knowing what the technician tested it's very hard to say. Are there
any errors in the event logs? The first thing to try is a RAM test.

This will accomplish two things. It will test the RAM. It will test to see
if the computer locks up when Windows is not running.
 
In addition to what Kerry has suggested:

Run a full spyware and virus scan.
Vacuum out the dust in the PC case using a mini-vacuum specifically for PCs.
Download and install Windows and device driver updates.
Disable the screensaver.
Disable powersaving options.
