computer hangs during re-boot after power failure

This only happens after continuous power failures and my
PC trying to re-boot. However if I turn PC off then turn
it on the re-boot process is no problem.
Soon after re-boot completion I get a "Memory access
violation im module kernel32 at 2542:48513496"

Continuous power failures? Do you check the drive for errors? Suggest, first, booting with CD or boot floppies, Select Repair,
Recovery Console. You will need the System Administrator password. At the prompt, type chkdsk [drive_letter]: /p /r and walk away
for about a half hour. Maybe the repair that this runs will help. You may have to repair the OS too. Do the check disk first, if
no joy, then boot with the CD or floppies, again select repair, emergency repair process, fast repair, if still not going well boot
the same way, select repair, Emergency..., Manual Repair, check all options. If you still get the kernel32 error after this
process, then something serious is going on that will either necessitate reinstallation of Windows or starting to look at hardware
component failure.
