computer hangs at blue screen when shutting down or restarting

This problem did not occur until I installed personal
firewall by Norton. I uninstalled it and the problem did
not correct. I also uninstalled System works thinking
this was the problem. I am still having the same problem.
I hope someone can help me with this.
