Computer GPO to start services

it seems that the microsoft baseline analyzer requires the
server service, file and print sharing and the remote
registry service to run. So with the OU I edit the
computer part of the GPO to start the server service. yet
it doesnt start on the affected machine. A prior
experiment disabling the service or services works
fine...but trying to restart services within the GPO that
were previously stopped doesnt seem to work too good ?
Thoughts
 
The GPO will not start the service. It will allow you to configure the
startup type of the service. If you configure it to automatic then the
service will restart when the server is rebooted. I've included information
about the setting that I am referring to. If you are speaking of a
different GPO setting please let me know.

Computer Configuration\Windows Settings\Security Settings\System Services

Description
Allows an administrator to define the start-up mode (manual, automatic,
disabled) as well as the access permissions (for example, Start, Stop,
Pause) for all system services.

Note

The System Services folder is available only in Group Policy objects
associated with domains, OUs, and sites. The System Services folder does not
appear in the Local Computer Policy object.
