Computer doesn't turn off

In many occasions, when I want to turn Off the computer, it doesn't turn Off
when I go Start, Turn Off Computer. The same thing happen when I go Start,
and you have 3 choices; Stand By, Turn Off, Restart. The monitor looks like
it is Off but the computer is still running. If I want to turn it On, I must
use the reboot button because the On/Off button doesn't want to turn On the
computer. Its happen even though all the other users are Log Off.

The first thing to always do is determine that the machine is
virus/malware-free:
