Computer doesn't start

My computer does not start at all.(windows XP home
edition). When i turn the computer on, it goes up to the
welcome screen, then it shuts off, and starts again. And
stays only doing that, like in a loop. I even tried to
start in Safe mode, but it didn't work.
What should i do?
